School bureaucracy and the internal assessment of learning: The perception of Portuguese directors

This paper, which is integrated on a broader project about bureaucracy in education in Portugal, was approved by the inED (Centro de Investigação e Inovação em Educação), from Escola Superior de Educação (ESE) from Instituto Politécnico do Porto (IPP). This project aims to comprehend the perceptions of principals and Portuguese teachers on the impact of bureaucratic issues on efficiency and effectiveness of some educational processes that are underway in our schools, more specifically the implementations of the following decreets: Decretos-Lei 54 and 55, 2018. The results were obtained by nationwide inquiries and interviews. In this paper are presented, more specifically, the perceptions of Portuguese school principals on the impact of the bureaucratic issues associated with the decreet Decreto-Lei 55/2018, July 6 (DL 55/2018), on the in the efficiency, effectiveness and effectiveness of the internal evaluation of the learning of the students in Mainland Portugal, collected through the aforementioned questionnaire survey in which respondents from all districts of mainland Portugal participated.
