Abstract

This paper seeks to analyze the ethical concept underlying the Bill 193 of 2016 (PL 193/16), originated from the "Programa Escola Sem Partido" (PESP) based on the Theory of Argumentation and the Omnilectic perspective. Our objective is to evaluate in which way the ethics perceived are consistent (or not) according to the inclusive principles regarding certain fundamental rights guaranteed in our Constitution, particularly the educational ones. To do this, we will analyze the concept of ethics as presented in the PL and evaluate how they contribute to the Education for all Movement. In this contemporary scenario of rejection and intolerance of differences, it becomes necessary to analyze and argue the parliamentary proposals being made for the Brazilian education and how they address the inclusion theme.
