The concept of the state of law is based on a set of rules and principles whose purpose is to give to the state competence to encourage the effective participation of civil society in decision-making processes, to develop economic, social and cultural relations that are indispensable for the realization of the welfare of the people, to promote a perfect articulation between political, economic, social and cultural functions, to contribute to an adequate regulation of public and private relations, to punish acts and behavior that are prejudicial to fundamental rights, freedoms and guarantees, to organize the structuresof the society in order to create the conditions necessary for personal and collective development and, lastly, to maintain its function as guardian of the Constitution.
