Internal communication in public entities in Portugal

This critical reflection analyses internal communication in Portuguese public bodies, highlighting its strategic role in building more effective, transparent and cohesive organisations. Based on a reasoned approach, it discusses the main challenges arising from the bureaucratic culture, the role of leadership in promoting dialogue and trust, and the importance of active listening and employee participation. The analysis also covers the selection of relevant content, the appropriate timing of communication and the most effective channels, considering the diversity of the internal public. The text concludes with proposals for improvement, focusing on professionalising communication, valuing people and promoting a more open and participatory organisational culture. It concludes that effective internal communication is an essential condition for the quality and humanisation of public service.
