Abstract

This theoretical essay aims to discuss the implementation of management by competence in Brazilian public organizations, considering that the public tender is the main form of recruitment in public management. 

Author Biography

Leonardo Antonio Siervo da Motta, Universidade UNIGRANRIO

Professional with 24 years of professional experience in public and private companies and an academic degree in Business Administration from PUC-RJ, having attended a Master's degree in this Institution and currently studying for a PhD in Administration at UNIGRANRIO University. Fluency in English and French, with basic knowledge of Spanish. Training in managerial courses focused on Leadership and Team Management. Programmed a Doctorate Sandwich between April and July 2019, at the University of Minho, reference in Public Management, focus of my research in the Doctorate.
