Revitalizing School Libraries to Promote Social Transformation through Reading

Abstract

This study presents the social impact of the project “Territórios da Leitura” (Reading Territories) on the promotion of reading and citizenship in public schools located in vulnerable communities in Northeastern Brazil. The research adopts a qualitative, descriptive, and exploratory approach, with characteristics of action research. It analyzed the implementation of the project in the state of Ceará between 2019 and 2025 through documentary analysis and participant observation. Data were analyzed using content analysis, particularly thematic analysis, as proposed by Bardin (2011). The results are organized into four categories: (1) presentation of the project and its methodology; (2) physical and symbolic revitalization of reading spaces; (3) literary mediation practices and teacher training; and (4) articulation with public policies. The project’s impact is highlighted in the transformation of school environments into welcoming spaces, the strengthening of students’ emotional bonds with reading, and the expansion of access to literature in historically marginalized communities. It is concluded that the project represents a public policy in action, with potential for replication and systemic impact. By promoting reading as a cultural right and a practice of belonging, Territórios da Leitura contributes to addressing inequalities and building a reading culture in peripheral territories. Longitudinal monitoring of the project's impact and the strengthening of public policies to ensure its sustainability are recommended.

Lidia Eugenia Cavalcante, UFC

Full Professor in the Department of Information Science at the Federal University of Ceará (UFC).
She holds a postdoctoral degree in Information Science from the Université de Montréal (Canada), with research focused on memory and digital heritage: policies and actions in public libraries.
She earned her PhD in Education from the Federal University of Ceará and a Master’s degree in Social History from the Federal University of Rio de Janeiro.
She also holds a specialization in Theories of Communication and Image (UFC) and a bachelor's degree in Library Science from the Federal University of Ceará.

Emidio Sanderson Dias Sá, UFC

Cultural producer with a Specialization in Cultural Management and Policies from the University of Girona (Spain), under the UNESCO Chair and Itaú Cultural, as well as an MBA in Business Management from Fundação Getúlio Vargas (FGV). He also holds a postgraduate degree in Children's and Young Adult Literature: From Composition to Literary Education, from the University of Caxias do Sul (RS).

He conducted award-winning research on the Productive Chain of the Guaramiranga Northeastern Theater Festival, recognized by the Secretariat of Culture of Ceará. He was an actor and producer with Cia do Batente, based in Sobral, focusing on children's theater and arts education projects. At SEBRAE, he worked on cultural projects as an intern.

He served as Project Advisor at the Secretariat of Culture of the State of Ceará (Secult) and at the Secretariat of Culture of Fortaleza (Secultfor). Currently, he is the president of Instituto Seara, coordinating cultural initiatives in the areas of cultural dissemination and training, with emphasis on Childhood Culture. He is a member of the National Childhood Culture Group and the Ceará Childhood Culture Forum.

Between 2015 and 2017, he led the drafting of the Ceará State Plan for Childhood Culture and, in 2017, organized the 3rd National Forum on Childhood Culture in Fortaleza. In 2018, he was the executive producer of Maloca Dragão and curator of the Cariri Arts Showcase for SESC.

Since 2019, he has served as general coordinator of the Ventos do Saber and Territórios da Leitura projects, which have revitalized 42 public school libraries in Ceará. He is also executive producer and curator of the MIAU – International Audiovisual Showcase since 2019. Since 2011, he has curated and directed the TIC – Ceará International Children's Theater Festival and the Narratives for Childhood Gathering, both projects he conceived.
