Abstract

National digital literacy policies are essential for building more participatory citizens in digital environments, serving as a strategic mechanism to guarantee the right to digital inclusion. In this context, the general objective of this research is to investigate the national digital literacy policies of Portugal. Specifically, we aim to: (a) address the relevance of public policies for the country; (b) analyze the main national digital literacy policies of Portugal; and (c) explore these public policies as guarantees of the right to digital inclusion. Accordingly, the research follows an applied nature, allowing the analysis of these policies based on the Portuguese context. Thus, we will conduct an exploratory study that encompasses multiple possibilities for future research. Data collection will be performed through bibliographic and documental research involving scientific texts and these public policies. The analysis will adopt a qualitative approach to the data, aiming to understand the phenomena without quantifying them. Above all, the quadripolar method frames this research, enabling dynamic dialogue with reality and interpolation. Digital literacy, therefore, exerts a significant social impact, especially when articulated with public policies focused on inclusion and social justice. By ensuring equitable access to information technologies and the development of digital skills, these policies strengthen citizenship, expand educational and professional opportunities, and contribute to building a more participatory and democratic society.
