Abstract

Globalization plays a key role in the development of international relations and in the transformation of economic, social and cultural relations between the State and civil society. We are living in a time marked by the global mobility of a series of irregular, unpredictable and heterogeneous factors for which it is necessary to create common rules of governance. This phenomenon raises a number of issues for citizens and requires a response that takes into account the nature of human activities and the national, regional and even international dimensions in which citizens operate.
