Abstract

The perspectives designed to achieve this environment, based on the documents published by the Club de Madrid in 2018 and by the UN in 2022 and 2023, were based on the concept of promoting information integrity. Thus, the idea is that, in order to have a healthy informational scenario, reliable, secure, complete information that is in tune with the truth of the facts must be present.

In line with this understanding, it was possible to identify that the aforementioned Permanent Program to Combat Disinformation within the Electoral Court, despite making direct references to disinformation and hate speech, which are directly related to the "Respond" axis, encompasses aspects related to information integrity.

The axis that demonstrated the greatest adherence to confronting these informational phenomena through the lens of information integrity, according to the approach pioneered by the UN and the Club de Madrid, was the one called "Inform: Dissemination of Quality Information," which, in its presentation, refers to the dissemination of quality, truthful, and official information.

However, those linked to the "Train" and "Respond" axes also make, albeit indirectly, allusions to complete information, since they similarly seek to mitigate the effects of disinformation and hate speech that, when they reach the Electoral Court, also have negative repercussions for the democratic regime.
